The High Court in Edinburgh This is the home page for the Howard League for penal reform in Scotland. The league is an independent organisation (and charity) whose members seek improvements to the criminal justice system in Scotland. Anyone may join the league for a modest subscription (£15pa and non-taxpayers £5pa) which together with donations are used to cover the organisation's running costs. Further details of the leagues and its activities are given via the links on the left.
